Bid Qualification Reviewer

Turns an incoming RFP into a scored qualification view and a draft go/no-go paper.

When to use this

A pursuit lands, someone has to decide whether it is worth the hours, and the decision is usually made on instinct in a corridor. This produces the same decision with the evidence attached.

How it works

1. Read the RFP and extract scope, timeline, incumbent, and evaluation weighting.
2. Score against the seven qualification criteria in references/criteria.md.
3. Flag any disqualifier — no incumbent relationship plus a sub-six-week timeline is the usual one.
4. Draft the go/no-go rationale in the format the pursuit board expects.

Output

A one-page qualification summary, a scored table, and a recommendation with the two strongest arguments against it stated explicitly.
